Over the past month, we have been reporting on a developing story regarding a Worcester County Public Schools STEM teacher at Worcester Technical High School who allegedly posted hateful comments on social media after the assassination of Charlie Kirk. Such speech is not protected under the First Amendment when it constitutes a threat toward others when inciting bodily harm or death upon a target. See also, Fighting Words Doctrine.

After the incident was reported to the school district, the teacher was placed on paid administrative leave for three weeks. After a rewarding vacation, the district allowed him to return to the classroom. Although the Principal notified the parents of his return, the district secretly facilitated a "restorative circle" where the traumatized students were required to enter a circle with the teacher and accept and affirm him without the knowledge or having a signed waiver from their parents.
At the October 23, 2025 Worcester County School Board meeting, there were two comments on this subject, including a student who testified of her classroom experience with the teacher as being suicidal and wishing death upon his students:
It took a tremendous amount of courage for the student to testify before school officials.
From the moment the student began to share, Superintendent Annette Wallace would not even dare to look at the student once she knew of the topic.

The Superintendent authorized the teacher's return and the Board of Education is liable for it. After the testimony of the teacher's alleged misconduct, Worcester County now has a huge liability as there is now standing. The damages from trauma are incurring as each day passes...
The administrative decisions regarding this teacher to date have been willfully negligent, and students fear for their lives.
We encourage the Worcester County Board of Education to take swift action and terminate the teacher, which they have the authority to do under MD. Education Code § 6-202 - Suspending or dismissing school system personnel.
If the Board does not responsibly step up to the plate, then we encourage all parents to file a class action lawsuit against Worcester County for child endangerment, as multiple agencies within have failed to act.
