Carroll Classical Charter School Awarded $1.6 Million to Launch Carroll County’s First Public Charter School

Eldersburg, MD — The Maryland Alliance of Public Charter Schools (MAPCS) has awarded Carroll Learning Alliance, Inc. a $1.62 million subgrant to launch Carroll Classical Charter School (CCCS), Carroll County’s first public charter school, under the Maryland Momentum Project Charter School Program (CSP) funded by the U.S. Department of Education’s Charter Schools Program.
The award totals $1,623,539.20 for the period July 1, 2025, to June 30, 2028, including a $125,000 rural school escalator recognizing CCCS’s service to rural families. CCCS plans to open in Fall 2026, initially serving grades K–6, expanding to K–8 by 2028.
The award aligns with the Fiscal Year 2026 Federal budget proposal, which calls for increased federal funding for public charter schools as part of a national effort to expand educational choice and innovation.
The CSP grant is highly competitive and based on a rigorous review process. CCCS was one of a small number of schools across the state selected for this round of funding. “Being awarded this grant demonstrates a vote of confidence in our school’s model, the dedication of our founders, the governance structure, and CLA’s commitment to serving the broader Carroll County community,” said Danielle Daley, Treasurer of Carroll Learning Alliance.
“Grants like this demonstrate how charter schools attract outside dollars into the county—resources that complement local funding and help build innovative, high-quality public education options without increasing the burden on local taxpayers,” said Kim Zentz, President of Carroll Learning Alliance.
Final grant release is contingent on charter approval by the Carroll County Board of Education and execution of the Notice of Grant Award. MAPCS will work closely with CCCS to finalize the budget.
